it would be fine, IF you were to have the Toni as the short version of her first name. Toni is a odd first name by itself. plus, to me, Toni rae sounds a bit... southern,. a bit too southern, semi-hillbilly. say it in a southern accent. and see how it sounds...
but toni is not too masculine, its just too short, and should be a short version of a first name. thats just my opinion though.

I know a Toni who is a girl, but she has a feminine middle name.
I know little girls who have Rae as a middle name, but they have feminine first names.
Separate the names are ok. Together they are a bit too masculine.

I've known quite a few Toni's that were girls. Nothing stupid about it. Just hearing it without seeing the spelling does sound like a boy though.
