Believe it or not, it was Montgomery Ward, in 1939.

The department store has no retail outlest, but it exists as an on-line and catalogue store. It is not operated by the same company as the original, but sells the same brands.

As others have said, Montgomery Ward. Every year the store gave away children's books to customers at Christmas time as a gimmick to get more customers, and in 1939 the story, created by Robert L. May, was Rudolph. There was some controversy at first, as they were worried the red nose would be associated with drunkenness, but concept sketches won them over. The actual song we now associate with Rudolph (written by May's brother-in-law Johnny Marks) wasn't recorded until 1949, by Gene Autry.
