Rutherford of course.
He bombarded charged particles over a thin foil, contrary to his expectations most of the particles passed through the foil, very few were reflected back.
This observation made him conclude that most of the space in atom is empty, which allowed the particles to pass through.

sorry. all of the atom is empty space. atoms are not like regular solids.
