Yes -- but it's a dry cold. (Humidity is very low.) So -20 in North Dakota is like +35 in New York.

Hell ya. I was born in North Dakota. I moved when I was real young but my parents tell me about when it snows in and you can't even open the door to your house. That would make the snow anywhere from 4 to 10 feet deep.

It can get very cold. My mother lived there for a couple of years and told me so many stories of how bad the snow would be.
