i am taking an exzam dec 13 , teacher wants to know laws on 4 wheelers

Depends on where you live. Call your local law office and they will fill you in right quick.

Go to your state DMV website, you can find it here:

This will give you the DMV laws regarding the operation of ATV's in your state.

This will not be every law regarding ATV operation though.

The Forest Service and other government agencies that manage the land ATV's are allowed on will also have rules governing their use. You will need to determine the legal riding areas in your state (or county) and find the Forest Service, BLM, etc. lands that govern them - then check those websites for the rules regarding proper use.

Here are some examples of different rules, and who would enforce them:

Helmet required on all riders - DMV
No one under the age of 16 operating an ATV without parental supervision - DMV, State Law or Federal Land (Forest Service) rule.
Spark Arrestors required - Forest Service, BLM etc.
ATV's allowed only on marked trails - Forest Service, BLM, etc.
