Yes it hurts, but it depends on where you put it. The most painful areas are where the body has very little fat or muscle covering the bone. like your ankle, hip, shins, etc. The pain also depends on how deep the tattoo penetrates the skin, the deeper the needle goes, the more pain there is. If the needle hardly goes in, the more likely the colours will fade over time.
My first tattoo was a unicorn on my shoulder. You can buy a cream at the drugstore that you can rub on your skin and it will numb it. Tattoo artists don't carry it, or use it. You could rub some on before you get the tattoo. other advice.... get something small, with not too many colours, and put it where it will hurt the least.
The answerer who mentioned the age is right, but if you have a parent or guardians consent you can get it.

No matter where you get it there will be some pain and discomfort but it is bearable. It will hurt more if it is in a place where there is less meat. I got a tattoo on my foot and it hurt a lot but there is only skin and bone on your foot. But it was not terrible or anything I could stand the pain and I have a pretty low tollerance for pain. It also depends on if it is going to be black and white or color. Color hurts more because there are more needles. It kind of felt like they had a very hot knife that they were slicing through my skin.
