If it comes up in a pop-up window when you are surfing the net, do NOT click on it. Its a messenger window (not MSN Messenger) trying to lure you to a bad bad site. With administrator privleges, do the following:

Start > Run...
Type: SERVICES.MSC
Look in the list for 'Messenger'
Double-click it. Stop the service, then set to "disabled". Click OK
Close the services window.

You shouldn't see it again - BUT this means that you are NOT behind a router doing NAT (go buy a basic linksys router), or you are in a campus setting using wifi. Either way, you need a good firewall turned on. Try the free one at http://www.zonealarm.com

I got an error message when I installed a roxio program on my computer and when I deleted it the error message went away. So There may be a program that you have installed lately causing the problem by conflicting with windows.

This sounds like a POST
(power on self test) problem, assuming it happens when you first power on the PC. If you have a dell, hp, etc, go to their website, and look for a hardware manual that will let you know what the code means. Or call them on their tech support number.
