"How do you read well?", you mean?
Practice.
And leave the dictionary open on a table nearby.
Also, there's no shame in having to read something three or more times to fully understand it.

This is a good-old-fashioned-college-try at answering your question. You need to determine what kind of learner you are.
There are auditory learners who learn best by hearing something, there are visual learners who learn best by seeing things, and there are manual learners who learn my doing things.
The auditory learner are the ones who move their mouths or read under their breaths when reading. There is no shame in it. This type of learner does better with books when there are no competitive sounds that could interfere with reading. These people need to be in a quiet environment to understand complex written material.
The visual learner are the ones who can stare at something all day long. If there is some other visual stimuli in the environment, like seeing the shadow of a tree blowing in the wind, or when someone is walking around, then the visual learner will become distracted. They need to be in a visually boring room.
The manual learner will have the hardest time understanding complex written material. Because when they are reading, then they are not doing something with their hands.
Once you figure out what type of leaner you are, make the appropriate adjustment in your environment that will be tailored to your learning style. Dedicate a portion of your time to reading and stick with it. Picking up a book about your intersts helps.
