No, I don't think so and here's my reason why. When a person is confronted in a situation where there is no control, how do you fight? Age doesn't matter and knowledge exists in everyone, they just haven't tapped into it yet. Knowledge comes from within and without- always. I have studied for years, still do every day and I wouldn't have it any other way. One may have street smarts, but once they get out of that predicament, who is to say how they will change based on experience... Great question.

I believe the two to go hand in hand. Wisdom comes from a balance of the head, heart, and gut. A deficit in one area detracts for the whole.
