No, because some of these women are putting their lives and the lives of their children at risk by naming names. Fatherhood is more than a sperm donation. If these guys have never fuctioned as fathers, then don't try to make them. And tying services to child support has been an utter disaster. Some mothers are just avoiding decent subsidized care rather than put themselves at risk.

No. That would be an extremely intrusive practice, especially considering that it generally only takes a preponderance (more than 1/2) of the evidence to prove paternity. Since many fathers will admit it, testing everyone would also be more expensive than it needs to be. We can't just trample on all men's rights.
Under title IV-D, the federal government has given incentives and funding to states, so they will ascertain fathers and collect child support. More than a 1/2 million fathers are determined this way every year. While it's not a perfect system, by far, I think the government probably does as much as it can here. It's a balancing act between money, civil rights, and children's rights. Beyond that, I don't think this should be all the state's responsibility, anyway. We women are making choices here, too, right?

Since DNA testing is an expensive project, who would pay for it? If it is made mandatory, the taxpayers would wind up paying for it for people who could not afford it.
As an aside, I have never seen anything that was made mandatory, that was cheap. It was cheap, the government made it mandatory, so the price just went up, simply because you have to have it or be a criminal.

In my opinion, yes.
If I ruled the world, DNA samples would be obtained in the course of the pre-marital blood test as well. Further, any man named in a paternity claim as a father would have the right to demand a DNA test. It would be illegal for a woman to obtain a sperm sample by fraud, trickery, drugging etc. for artificial insemination to initiate a pregnancy that the man has not authorized.

They are already trting to do that, a mother cannot recieve ANY public assistance at all unless she names a father for them to do a DNA test on. That's why I think so many moms are sitting there naming off 100 men, because, some moms don't want babies fathers in their lives.

If they don't want to pay, they won't. They don't really seem to care if the child is DNA proved to be theirs or not. The ones who don't pay have dozens of 'reasons' all you'd be doing is whittling those reasons down by one.
Not all men are like that, but like I said the ones that don't want to won't.
