Why is my anglefish only using 1 pectoral fin to swim?

His fin is most of the time stuck to the side of his body. It also seems a bit red around near the fins

That sounds rather like a bacterial infection or an injury. What are his tankmates; could his fin have been nipped? Barbs, for exactly, are notorious fin-nippers.

Treat with a course of Maracyn-2, which will treat for a bacterial infection.

My baby angelfish did that for a while, he/she is fine now.
