Are you talking about the outside of it? Or draining it and emptying the sediment out of the inside?THIS IS FOR AN ELECTRIC HOT WATER HEATER.
To drain it, you shut off the electric braker to the tank. Turn off the water valves that fill the water tank.
On the Bottom should be the male connection to screw a hose onto to drain then open the valve and you can drain the tank out into the yard or down a drain. It will take it a while to drain. Maybe an hour.
When it is drained as long as it is a NEW house the elements should be good. If you need to change the elements based on one being burned out or from age. Now is the time to do it. They aren't particularly expensive.
If you decide to change them, they take a special wrench. It is like a three inch long cylinder about 1 to 2 inches across. It slips over the big nut that is the end of the element.
On the end of the element will be the wattage of it. You will need one or two of that wattage.
You unscrew the old ones, screw in the new ones. Snugly. Remove the hose and tighten up the bottom valve. Touch the reset button (just above the thermostate.)
Turn your water back on and when the tank is full Flip your breaker back on. It will be about 25 or 30 dollars for 2 elements and the wrench for the job.
We have been in our house for 29 years and have only had to change elements maybe 4 times.

First shut the electric off to it, next shut the water off that is going to it. Then, drain all of the water out of it. Then, take the heating elements out and clean them. Then, with a garden hose flush out what you can. If there is more sediment in there you can then take a wet/dry shop vac with a long skinny attachment and suck the rest of the sediment out. Then, put it all back together and turn the water back on and the power back on. Make sure that you fill it back up with water first before turning the power back on otherwise you will burn your elements out.

if it gas hook up a hose to it and open the valve and shut off the water to it. then when it done draining leave the hose to it there and open the water again let it flush shut the water off then repeat it a couple of times. when the water rushes in there on and off it loosens up all that crud and flshes it out. if it is electric you can do the same thing but turn off the circuit breaker first or you element will blow. and don't turn it back on until your hot water tank is completly filled back up with water then turn it back on.

Use a natural ingredient like baking soda water or apple cider vinegar water
Windex is good too.
