He didn't oppose western expansion he was scared of it. The government was weak and so was their army. He knew that if he did get all the west then he wouldn't be able to protect it plus there was the idea that democracy will only work small scale and their government would fail.
There was also the debate if the new states would be free or slave states which was a huge conflict in the house.
He did get Florida from the Spanish for $15 million.
So basically he did oppose expansion he was scared of the idea of the government failing and not being able to protect his people.
