If this is an Acer, Toshiba or Compaq you may have a backup on a hidden partition with a windows install. Normally you'd hammer on a function+F8 or something along those lines.
If you're really stuck, you could always go the Linux Ubuntu route. It'll give you a working computer with web access without a Windows CD, untill you can reformat and install a proper copy of windows.

The answer that JV is correct also include most newer Dells with that answer. If its not one of those then you are out of luck without a restore disk or an original OS disk like Windows XP. Windows XP Home is pretty inexpensive at this time. Be carefull with using a restore disk if you have important files on your computer you may inadvertently lose them. Contact the manufacturer of the computer if it is a name brand computer they will be able to show you how to restore to factory defaults by using the hidden partition on the computer.
