I'm curious because I was trying on costume jewelry rings tonite at the store and they all had the sizes listed on each. What surprised me is that a ring that was listed as my index finger size was snug on my ring finger. My fingers were not swollen or anything like that. Then when using a sizing tool, the ring I tried on earlier should not have fit like it did. So do different manufacturers use different sizing scales?

yes they can vary somewhat. Although usually not as much as, say, clothing sizes vary from store to store. In general ring sizes are pretty consistant.

ring sizes never change. i'm pretty sure that's correct. Although i bet the shape of the ring may fit different on everybody's hand, because everybody's hand is differently shaped.
