yes, dogs (and other mammals) have a bone in their penis, it's called a baculum.

A "Baculum" is present in "most" mammals, according to what I've found on the net. That means that not all mammals have one.

The information I have found says that the bone is used whenever the animal gets involved in a "brief encounter" and needs to perform on short notice.

Humans have developed, evolutionarily, a mating ritual that tends to preclude the short encounter among strangers. We try to extend the act of mating over much more time than it requires. We also select mates (in general) more carefully than a chance encounter of strangers...

I personally would hate to have a baculum. Imagine having to call your boss...
"Uh... I need to call in sick.... I'm in the hospital.... no its not serious, I just fractured my baculum. Doctor says to stay off it for six weeks..."
