In my personal opinion and experience, skip the tours and cruises - you'll get a lot more going at your own pace, and finding the really off-the-beaten-path treasures that make travels memorable.
do you have any specific interests? Europe is actually quite big, and 2 weeks is not a lot of time... If you really want to hit the most countries while doing more than breeze in and out, I'd suggest concentrating in a single area where you can hit several small countries plus adjhacent areas of larger ones:
(1) Belgium, Netherlands and Luxembourg and adjacent areas of Germany (the Mosel river valley), France (Paris and Normandy) and England (Kent, Caterbury and London);
or
(2) the Alps: Switxzerland, Liechenstein, Austria, Slovenia and nearby areas of Italy (Torino, Milan, Verona and Venice), France (Arles, the Rhone, the Riviera), and Germany (Munich, Bavaria and the Black Forest);
or
(3) the Tatries: the Czech republic, Slovakia, Hungary, and nearby areas of Poland (Krakow), Germany (Dresden and the nearby Sachen Schwietz is magnificent) or even Ukraine or Romania (Transylvania).
If you have a better idea of what you want, I'd be happy to offer more details and suggestions!

I would recommend visiting the following countries:
Ireland, France, England, Germany, Netherlands Czech Republic and Italy (if you can squeeze it in Greece). I would suggest doing it on your own as you will not find a package holiday that would cover all of the above. Cheapest time of the year would be September/October but weather wise August /September. You can buy train tickets that will allow you to travel around Western Europe as much as you like for a month (I think) you can buy this online before you go....
I am Irish and so I have seen much of these countries....it is spectacular....well worth it!!!

I would go to Spain, Italy, and France. In Italy, Rome is crowded and busy but very much worth seeing, Siena is a beautiful little town, Venice is a great place for 1 day (easily seen in that amount of time and good train/boat service to it). Florence is a don't miss also. I loved the museums in Madrid (the Prado, Thyssen, etc), the mosque in Cordoba, the Alhambra in Granada, a trip up the mountain to Mijas (we left from Torremolinos) is a great way to spend the afternoon.
We traveled with a tour group, but didn't do lots of the excursions preferring to look at our own pace. If possible, travel during a 'shoulder season' (April/May, Sept/Oct) but try to avoid the week after Easter, EVERYONE was on holiday in Italy that week.

They say summer is the best time to go visit anywhere. However, that would mean lots of people doing the same thing also. I suggest you go just a little after summer when school has started already. You may get cheaper tickets since this is off season already. Consider a guided tour also unless you and your family are all adventurous and go off on your own at your own pace. Spain and Portugal are nice to see-so is Paris.
