No. Both of the sexual organs are usually not fully formed and functional. Say you have a penis and a vagina. More than not you will not have either testicles or maybe you won't have a uterus. There is actually very little chance that EITHER sex organ will be functional to reproduce in hermaphrodites.

No. It takes 24 chromosomes from one person and 24 chromosomes from another. Otherwise it's a clone, but thats a whole other topic

No it can't. All hermaphrodites are sterile; they can't get anyone pregnant including themselves.
