George Bush, Because he is the leader of the most powerful country in the world and can not foster, defuse or even bring a greater peace to any region. He is bulling and thus others will seek to devlop power and weapons to go against the bully.
Even Nixon gave us some SALT Treaties.

Everyone says Bush, but, considering we could vaporize any country in minutes, or just carpet bomb it with conventional weapons and pound it flat with artillery, this country has shown great restraint, such restraint at times due to humanitarian and diplomatic issues, that it let victory elude us. Iraq was 13 years in the waiting. Everyone thought North Korea had been appeased but it now looks as though their nuke program has been running non-stop since at least 1979. Now the success of North Korea has embopldened Iran, which in turn has at least six more Middle East countries, including the UN Nuke anti-proliferation official's own Egypt. My guess, is people who every day talk about taking over the world, and removing neighboring countries from the face of teh earth, are the biggest threat, especially as they grasp for nukes. And there is belief (I hope wrong) that Putin is trying to return Russia to autocratic rule, and that means neighboring former USSR states have real reason to fear for their new found freedoms. Everyone knows the big name players, but it's the unknown tyrants who want to be "BIG" that are the most likely to do something stupid that gets a lot of civilians killed, say nothing about military personnel, for nothing. Like Chavez rallying the people to fight off the "American invasion" (but he doesn't mind taking our money?).

I wasn't aware that the world has been at peace, ever. All are jockeying for the top position, to gain world domination. Bush is in the lead and far ahead of the pack.

Strangely enough, many global citizens feel that George W. Bush's actions threaten the stability of all nations (especially the Middle Eastern Nations.) Kim Jong Ill's weapons are weak.
