I'd give it a 7. It's too weak to Ice attacks for my liking. and since the first of the elite four in Fire red (I'm assuming that's what your using) uses Ice Pokémon, you'll be at a disadvantage
My advice is to get rid of Pigeot and Rhydon. As was said before, you should have a Psychic Pokémon in your team. Good bets arre Alakazam, Mr. Mime, Slowbro and Jynx. Judging from your team, I'd suggest Alakazam to avoid any double weaknesses.
Now to replace Rhydon, I'd suggest a strong fighting Pokémon. Unfortunately there aren't many availible. Your best bets are Machamp or Hitmonlee/Hitmonchan depending on which you chose from the fighting Dojo. I'd go for Machamp myself.

Depending on the moves and levels of your team, I'd rate it a 7 or even an 8. If there are any real weak points in your team (at least in my opinion) it would be Rhydon and Pidgeot. Rhydon is a Rock/Ground Type and both types are weak against Water- and Grass-Type moves. Many trainers you'll face will have Pokemon who can easily exploit both of Rhydon's double weaknesses. Pidgeot, though handy to have a Flying-Type, just isn't a very powerful Pokemon. It also covers types that your team presently can handle (fire, grass types).
I would recommend a Psychic type to help things out a bit--high Speed and Special Attack stats make them valuable in many parties. In many of my parties I often have a strange or unusual Pokemon to mix things up a bit. A Ghost-type, for example, offers immunity against Fighting and Normal type attacks, plus has an advantage against. Psychic Pokemon. If you're playing FireRed or LeafGreen versions, try to get a Larvitar and raise it to a Tyranitar--they are very powerful Pokemon and often prove handy.
Otherwise, you have a very well balanced crew that should help you get very far in the game. If you want Pokedex info (including move lists, base stats, etc) for all Pokemon, try http://www.serebii.net/

9. You have a well balanced team. Work on your Dragonaire. When they become way better. I know because I have a level 60 Dragonite I raised from a level 5 Dratini.

you didn't say what are their levels, i may replace pigeot with a psychic type,like maybe alakazam and dragonite learn ice beam and earthquake
