I am writing a book on how to solve Insomnia and am wondering if you could tell me how I can find an agent to promote the book who specializes in health/self help titles?

Do I need to submit the whole book to the agent or can I just submit an outline and a sample chapter?

It depends on the agent (or publishing house). They each have their own set of guidelines they follow. I would check out the Literary Agents Market & Writers Market books.

I will tell you from personal experience, though. It is typically easier to sell someone on your book if you have already finished writing it. Otherwise, you may send out the proposal package & if it something they're really interested in, they may ask for the entire ms --- of which you wouldn't be ready to supply, further damaging your possibility of becoming published.

In your local public library there are agent directories and information about how to find an agent, how to approach an agent, and what to send him/her. Usually you can send a well-written introductory letter and include a summary of your book along with a sample chapter or two.
