What does touching or scratching the neck imply?

They could be nervous. What was their facial expression?

The person could be being deceptive, or they're nervous. They need to stop their hands from covering their mouths (a common childhood tell). You can't take these things in isolation, but I'd put special effort into watching what this person is doing while they're scratching/touching the neck to see what's up.

Nothing all by itself and briefly.Unless it is a shiboleth.What is the rest of the body doin or is there only a neck.Also what part was touchin the neck.

touching your neck with your whole palm is an indication of frustration, you may have piles of unfinished work or many chapters to study and yet time is not enough

I think it means the person is uncomfortable..... maybe you asked them a question and the answer is not one they wanted to say?
