like when you are trying to open an application it takes a long time for it to pop up, so then i would like to tranquilize or stop that command. Also i have tried windows task manager but if the application haven't initiation it won't be on the task manager.

You can definitely end the task using Task Manager. The program or whatever won't show up under Applications but it will be under the 'Processes' tab. You'll have to look carefully though. It will be under the name of the executable file and not the title of the program.

Press Ctrl,Alt, Delete at the same time, a menu will open then click on end task.

You might want to think about a reinstallation of your program, a fresh install of windows, or try running a malicious software scan.
misfunctioning programs can be attributed to adware/spyware some of the time.
