I think there are two levels to interpreting this question: first, we can translate what the written phrase "ur putting words in my mouth" means in Standard American English, which is "you are putting words in my mouth." This might be the answer you seek, but if it is not, there is another, figurative, level which we can translate. This is an idiomatic expression in which the speaker protests that the person to whom they are speaking is (perhaps deliberately) misunderstanding them, and is in fact attributing to the speaker intentions/ideas that the speaker has not said.

Simply:

Scenario in which speaker A says that speaker B is putting words in his mouth:

Speaker A: says something

Speaker B: misunderstands, perhaps on purpose, perhaps not. Then, he repeats to speaker A what he believes speaker A to be saying. In fact, however, what he says speaker A is saying is NOT actually what speaker A has just said (or meant).

Speaker A: says "You are putting words in my mouth!" ("This is not at all what I'm saying! This is not what I mean!")

if i said to you " you hate birds" i would be "putting words into your mouth" because you never said that, i'm just assuming it.

You're attributing words to someone that they're not really saying.
