I have to be honest, I've never played Burnout, therefore my opinion is biased, but I believe SOCOM: Fireteam Bravo 2 is well worth the money, epsically the online play which is what makes it so great. Single player is also nice, though.

I have Socom US Navy Seals Fireteam Bravo 2 and I love it!!! I would highly recommend it! There are alot of missions, and its great fun!

Socom get the game and the headset 2 gifts instead of one.

I would get him the socom game... Or you should TAKE him out to a 24 hour walmart Tell him to pick out the one PSP game he really wants.. That's what I usually do when I'm stumped...

Burnout is a fantastic game.
Socom comes with a headset (check the box) to give voice commands to troops, and to talk online with other players.

Go for Burnout its really fun, but if you said he loves racing and war game then you should just decide on your won cuz I no he will love either one.

Lumines. You can't go wrong with Lumines. He may be a little disappointed when he unwraps it, but make him play it for a few minutes.
