Is he your husband or ex-husband? If you're married, there is no "custody" issue over your kids. Joint custody is only an issue when people are divorced, and still share the authority to make important decisions for their children.

If you are divorced, and have joint custody, there is a court order out there somewhere. If you can't find it, contact the clerk in the court which decided custody. The clerk can probably help you out getting a copy.
