Welfare has an 800 number to report fraud. You should give them a call.
You need to google "report welfare fraud" and the name of the state you live in, to get the correct number.

Welfare payments are not based on household income like blr30 seems to think. It is based on number of people in FAMILY, and if a female has kids and is living with someone that is working she does get her grant reduced by a certain amount. But, since her kids from someone else are not the guys responsibility she can collect welfare for them. Then welfare will go after the kids biological father for reimbursement.

Excuse me? My mother was a disabled factory worker (7 years fighting for disability) "welfare mother" who was living with her boyfriend while I was in junior high school and high school. We collected food stamps to keep food on our table, and I worked 20 hours a week after school and on weekends to pay the heating bills. Just because he earned a good salary does not mean he did not have other expenses, nor did it mean that I ever saw any of the money. He lavished gifts on my mother and technically gave us a roof over our heads, but we paid the household bills on minimum wage jobs while he worked out of state.
Don't be so quick to judge a person's means and situation. And drop the tem "shacking up". It is completely outdated. 40% of all mothers right now are single mothers, and most are smart enough not to marry the first man they sleep with or date.

Who says there isn't? Of course there is.
Why are you so focused on single mums? How about the welfare people who are spending the $$ on drugs, or those selling drugs on the side as well or commiting other crimes. That's even worse.

A welfare payment is based on the household income. If an individual is not reporting his or her whole household income then this is welfare fraud and it is reportable as well as prosecutable.
