Nixon as a few others have mentioned, had gone though the entire investigation & legal process (including giving up his tape recordings and firing the prosecutor Archibald Cox) while his approval rating sunk to the record low of 28%. Then as the matter was just about to go to the senate for the impeachment trial, he resigned. He knew that he was to be shamefully impeached and probably removed from office.
Bush hasn't got that far yet because the republican controlled congress has been covering for him by refusing to investigate things like trampling on civil rights and the suspicious reason he gave to invade Iraq. Give it time, There will be investigations.
PS: Bush isn't just a failure because of the Iraq fiasco but on several fronts including running up the national debt, under financing school education, destroying our national park system and of course spend, spend & spend and not pay for any of it.

How has he failed totally?
He won 2 elections: Success
He cut taxes, as he said he wanted to: Success
One judge he nominated for the S.C. withdrew under pressure: Failure
Two judges he nominated are now sitting on the SC: Success
He wanted Saddam Hussein to be removed from power: Success
He wanted to prevent further terrorist attacks on the United States: Success (so far, knock on wood)
He wanted give Iraq a freely elected government, elected by the people of Iraq: Success
What do you want? What's the failure? What should he do differently. Give some examples.
The total failure is something Dems repeat over and over until they get their loyal followers to repeat it without thinking.
I know it's popular to say the Iraq war is a failure because there is still a lot of violence there. But it's important to understand that this is a war and Bush is not some all powerful god. He can't control what the enemy does. The enemy does what they think will help them win. Bush can't make them stop hiding in the civilian population and stop killing our troops. Given the situation, we are doing very well there. Our biggest challenge is getting the support at home to stay in it. That is probably Bush's biggest failure; he's a terrible speaker and has trouble communicating the importance of this war. We need to let politics end "at the water's edge" and show our enemies a united front.

He doesn't look at himself as a failure. He probably should resign, but he's much too stubborn to do so.
I imagine even facing a tribunal, Bush would not resign. He hasn't even been honest enough to resign himself to the fact that he has failed miserably. He believes defiance means you are above the laws of the Constitution.
Poor little man, he still believes he is the DECIDER.
He has gotten the idea, if he is ignorant of the law, then it doesn't exist, or that he can change it at will to favor him. Power sometimes does that to people. A grave danger to many if it is given to, or stolen from the wrong people.

Nixon was about to be charged with a crime and conspiracy to cover up a crime, other members of his staff and adminstration including the Vice President, had already been dismissed and even the Attorney General was charged with a crime, Bush has yet to be ccharged or even formally investigated of any crime, thus there has yet to be an impeachment process. While I personally belive that he should be, he hasnt yet, and thus he is counting on ridding his term out, making war, and cutting taxes for the wealthy and his friends in oil want him to stay his course for the sake of money

Bush won't resign because of his pride. And, he honestly thinks in that little peanut-sized brain of his, that he's doing a good job. Resigning would be admitting he's a failure, and Bush is much too prideful to admit that. By the way, pride is one of those 7 deadly sins - so much for Bush's religious beliefs!

Every idiot is entitled to their own opinion including you. I myself think he has been doing an OK job. He is right, we have to win in Iraq, there is no losing. Why is losing acceptable? He hasn't been threaten with impeachment, Yet. Nixon hung on till the last moment until he found it he was going to get impeached and that's when he cut and ran.
