Cost mostly and some performance differences.
A Cisco managed switch will give you much better performance and provide many more features, but for general SOHO use, the Netgear will be fine.
They both offer some level of management, and other basic features, like VLAN capabilities, CoS, Gig uplinks, etc. Cisco is generally much better than Netgears, especially on enterprise level hardware.

The Cisco one is what is called a managed switch meaning there is an actual operating system that runs on the switch. The Cisco switch also has a larger backplane for larger data transfers. The switch can probably also do VLAN'ing. Meaning you can create various virtual networks and set each port to any of the virtual netowrks you create.
The netgear one is pretty much a dumb switch. it just connects computers together. This would be an unmanaged switch. For a home network an unmanaged switch is fine.

It depends on the model I would assume, but the netgear are probably unmanaged. You pay some for the name too.
