Because the league has decided that moving too much or chewing gum during the national anthem is inappropriate behavior by players (and coaches).

I can certainly see a fine if they were being disruptive or gross, but just to do it in general, Commissioner Stern is more than living up to his last name.

I think all these behavior rules, like the so-called "no tolerance" calls are an overreaction to the Palace Brawl. I can understand wanting to curb bad player behavior and unsportsmanlike behavior, but the league is getting excessive and are now trying to remove all vestiges of emotion and passion from the game. Move over NFL, the NBA is the new No Fun League.
