To specify the existence of a militia of citizen soldiers rather than a large standing army. Guess that didn’t work out so well.

To insure the government always feared its citizens. When the govenment loses fear of reprisal that is a breeding ground for tyrany. The second amendment was to make sure the government will represent what we want.
