Mars only, moon is like been there done that, old news

There really isn't a lot of point to being on the Moon, except that it's a hell of a lot closer.

I think it's an obvious stepping stone to help us firmilarize ourselves with the difficulties involved in living in an alien environment devoid of life. And since the excape velocity of the moon is so much easier to acheive than on earth, I think it's a logical staging point for further exploration.

If you put a base on the moon first, then use the moon as a launching pad to visit other planets you can capitalize on the lower gravity of the moon which will reduce the need for tremendous amounts of fuel.

explore the moon? you can see everything on it just fine with a telescope, nothing on it really needs exploring...
