Its t-RNA if it is absent or defective then the process of protein synthesis is affected.RNA polymerase is specific for every gene its absence would affect only a particular gene.Ribosomal RNA donot play a vital role in protein synthesis,it just gives stability to the RNA-ribosome complex.If m-RNA is absent then the gene expression is disabled.

RNA polymerase because it is what transcribes DNA to RNA. All the other options are not needed until the DNA is trancsribed into RNA.
