Because the QB can overthrow it, underthrow it, or just throw it away. I would say this warrents it affecting the QB rating. It is hard to say what is a "perfect pass." Some recievers make amazing plays off of imperfect passes.

the NFL perceives it as an incomplete pass due to the throw of the ball. now in some cases u can argue that the QB had a perfect throw and the receiver or tight end just didn't catch it. but rules are rules so it has to go by as many completed and incompleted passes that the QB attempts. i totally agree with you if the receiver doesn't catch it and it is technically is a good throw it shouldn't count but the NFL system can be at times flawed and that is a real shame when it comes to true talents such as Vince Young.

It depends really. Its only a perfect pass if the receiver is nowhere near anyone and its a perfect spiral to the chest, which is really rare. If the reciever is in traffic, he may be thinking about the hit to come and drop a great pass. If a reciever is under presure, the QB has to know if he will be able to catch the throw.
