i know that when i touch a conductor i shock myself but when i touch other people i shock them, i dont no y

Because static electricity is when you build up a charge around your person: you are grounded, you are the conductor (or in this case the capacitor)
When they come in contact with you, the charge is conducted or transmitted to them.

Think of some thing that you've performed a month or so in the past that resulted in this predicament. Like might be a brand new blanket or a brand new pair of sneakers that cost your frame whilst dragged on carpets and even a few new garments, a sweater or a couple of pants that rub at the vehicle seats and get you charged up. There have to be a few sort of difference that resulted in all this. You must believe again a little bit.
