The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration.
Basically, it says that the federal government can collect an income tax.

Since the others have answered the basic question you might also consider a particular phrase in this amendment: "from whatever source derived." That means that the government can tax direct income but also from bartering. This was important at the time when many people still traded services for goods rather than money. The goverment can tax the fair market value of the exchange.
