yes you can. depending on how sensitive your nose is, the humidity in there air gives it away, or if it windy and blowing towards your place of residence, you can catch a faint but distinct smell. Stick your head to a humidifier and breath in. Your senses trigger your brain that there is a different feeling and smell in your nose....goes the same as rain

Yeah, always.

As for what causes the smell of rain...

When the air is very moist, especially after it has been very dry, a lot goes on.

For one thing, that extra moisture usually helps make your sense of smell sharper. The dampness also prompts some plants and even some bugs to release more aromas.

And when rain is approaching on a low front, the breezes generally pick up a bit. That means there is just more stuff around to smell because it gets stirred up and tossed around by the wind. That would include little tiny bits of dust or dirt around which raindrops form. So that might also give the give the air sort of an earthy tang.

When - or if - it actually does rain, the moisture triggers activity by a variety of bacteria known as actinomycetes. These things live in the soil and when it is dry, they give off spores that lie dormant until the rain hits or the humidity gets high enough. Then they kind of get bounced up into the air and release that earthy, rainy kind of smell.
