I always like to maintain a budget when I travel to the philippines (I dont know why, I always come back with money in my pocket)
When in Cebu I like to stay at the Holiday Plaza Hotel, it is very clean and the service is good, its also located in the uptown district, The price of the rooms are very reasonable and well within your budget. Check it out: ttp://www.holidayplazacebu.com/

Another place I like to stay is the SOGO HOTEL (pronounced SOO GOO) it's located in a older part of the city. The rooms are cheaper than the Holiday Plaze, not as nice, but the service is good. They dont have a web site but I do have the address and telephone number, along with an email address:
0197 Sanciangco St.
Baranggay Kalubihan (near Osmeña Blvd.), Cebu City
Cebu
Tel: (63+32) 416-8055 to 56
Fax: (63+32) 416-8050
Email: sogoguad@edsamail.com.ph

Both of these Hotels fall well within your budget and are safe places to stay, you can get a nice room at the Plaza for around P2400 = $48.00usd or a room at the SOGO for around P1800 = $36.00usd. If you are going to stay in cebu for several weeks you may be able to negotiate a lower price if you are willing to pay in advance.

Pension houses are another option but not one I would recommend for first time visitors. If you do opt to stay at a pension house then make sure it is a reputable place and fairly secure, always consider your safety above all else.

Fortuna Hotel downtown $30 to $35. range. Don't take the cheapest room on the top floor.

Gran Tierra suites midtown near Robinsons cybergate and Osmena Circle $20 to $25 range. I have stayed both places a number of times.

Both have good security and are a good value for the money.

Cebu City is a cosmopolitan city and a top tourist destination. They have accommodations ranging from 1 to 5 star hotels. The Shangrila Mactan Island Resort is the best and most expensive in the island. Another 5 star hotel is the Waterfront Hotel & Casino (Lahug and Mactan Island) and Marriott Hotel near Ayala Mall.

Like said above, Thai and Filipinas are usually very conservative and do not engage in promiscuous behaviour, and not the type of girls you will find around the bar scene. The only way to meet a decent Thai or Filipina (not that bar girls are not decent, some are indeed very nice, and are in that environment due to sad circumstances...) is to be introduced by friends or relatives, and it's not alway easy. On dating sites, I would venture to say that most women are decent, with some exceptions of course, and most are looking for a serious long-term relationship and marriage rather than a short term fling or sexual encounter.

I stay at kiwi lodge, which is pretty central, between ayala and sm, close to lahug and banilad for bars/nightlife. www.kiwilodge.org

it's clean comfy, good resteraunt, way cheaper than any hotels, lots of foreigners hang out here so it's good to meet up.
