There is a way to increase circulation to the feet and hands. Use cyanne pepper. It speeds up the heart, and stimulates the adrenal glands. I wouldn't suggest putting it in your mouth. It will be very warm to the taste. Put it in capsules and swallow. A little food with the capsules will help. A better solution would be to find out why the circulation has decreased to the feet and hands. Perhaps your blood vessels are getting filled up with something other than blood. Maybe the ends of the blood vessels are decreasing in number and size. Is your supply of blood enough to keep you warm? I know, too many questions. But what can you expect when you aren't specific with your question.

Well, I know it sounds horrible, but the best thing is to soak hands and feet in increasingly cold water every day for a long period of time. This will increase circulation, enlarge the blood vessels, and get you more used to cold from a physiological standpoint.

Someone who studies metaphysics might suggest, rather than look for a cure, eliminate the cause. Since the link between mind and body is intimate to the extreme, consider the possibilty that a rigid body is the result of a rigid mind. A flexible mind will produce a flexible body. I mean no offense, just offering other possibilties that I've seen have great results when an open mind is available.

yes; the herb cayenne...also known as capsicum. Take it in capsule form. Stimulates the heart to beat faster (strengthens the heart) which increases circulation which warms extremeties.
Also, ginko biloba has been shown/proven to increase blood flow to extremeties. I would take both.
