Fighting is a part of the game...sadly not so today like in the past. One reason they are required to wear the fight strap is to prevent them from quickly pulling their jersey off making it easier to punch and having a big advantage over their opponent. Plus if the jerseys are strapped down players tend to tie each other up making it easier for the linesmen to break them up (and safer for them to step in between).
The other big reason is sometimes in the past a player would pull an opponents jersey around their head and pummel them when they couldnt see and their arms were pulled up so they cant protect themselves.

fighting is allowed in hockey yes you do get 5 minutes penalties but its still allowed. and like what viphockey... said he is right.
