No. I was in Morocco earlier this year and did not wear a scarf when I was outside. However, I could not step into the mosque without having my head covered. If you are not Muslim, you are not compelled to cover your head because that is part of their religion, not yours (unless you are Muslim). I also have a friend from Iran and he said it is the same in that country - unless you are Muslim, you are NOT compelled to cover your head. For the one that said if you have light hair or are blond - you should wear a scarf, that is not true either. The paleness of your skin alone will give away who you are (foreign, that is) - so hiding your hair color isn't going to always cut it.

Yes,even foreign women have to wear scarfs and a long coat called manto in public.Women especially young generation don't like it, and to oppose this they wear very small scarfs that covers only top of the head and really tight and short mantos

For a woman to have her head uncovered in Iran would be like a woman wearing an outfit in public that exposes the buttocks (which I've seen at NASCAR races!).

Even if it is not illegal, it certainly would cause a level of unrest and unwanted interest.

Non-Muslims are, according to Koran, supposed to live as if they were a Muslim, which is to say, observing the Islamic moral laws.

Only in some temples and mosques, but if you're blond or light-haired, I'd wear one whenever you went out. You'll avoid a lot of unwanted attention.

that's interesting that they force this (if your facts are true) because in the Koran it says that there is no compulsion in religion.
