This is going to sound really strange.... but I wouldn't be surprised if it's happening. I mean, after watching that documentary on CNBC the other time "Big Brother, Big Business???", where there are companies that collect personal info of almost every single American in the country and store them in their super-duper computers, I wouldn't be that surprised about the existence of this telepathic implant device thing you're talking about.

yes already for 30 year implantable microchips have gone into people and babies that were in Hospitals with out the parents or Patients knowledge
to day many people in the services have the implants voluntary, and even the public is urged to do it for their,ot their childrens security.
the second excuse is that it will be the future alternative for Money
Money all over the world is a promise to pay a debt, nothing more ,it only has value as long as people believe in it .
and many countries have gold reserves suposedly to back up the promise.
But this is a lie .
there is far more paper promises around than gold of the same value .
it is a great rip off of the banking system of Rothchilds.they lend money that does not exist,
The illuminati is planning to with draw cash money, and replace it with electronic money ,credit cards are already the start ,these will get replaced by the implantable Microchips ,
but the microchips also give your location and can manipulate brain actions,(such as feeling tired ,sexy, violent, sad and even dead)
as well as serving as a credit card to buy and sell ,
People with out them will not be able to buy food or sell things, in the future
this is the Mark of the beast the bible talks about ,so did Thoth 36.000 years ago and today Alex Jones as well as many others expose the threat to our freedom,

probably not
I think just when two people connect, and/or are very sensitive, it can get like telepathy. Can be scary even. Thats why you should only let nice people in there if you have a choice.
with a little practice you can block any unpleasant influence too, from news or wherever

It seems highly unlikely. If that were the case the crime rate would be drastically lower.
