Login as Admin to your router's ip (somethihg like http://192.168.0.1), and setup WPA-SPK security. (WPA is far more secure than WEP, as I've explained dozens of times on here.)

Although, what I'd do... setup a proxy and patch all his connections through my computer... then have a little fun with him.

What evidence do you have that they are connected or have done this.
