Was the man Arabic. If so, not uncommon in that end of the world. Not possible in our culture. I know the law turns its head the other way to bigamy in many cases. I've heard of salesmen with two or more wives in different cities and the law not bothering to enforce a bigamy charge but 20 wives is unlikely or it might as well be legal if the law is ignoring that many.
