No, foliation is neither a "band" nor a metamorphic "texture". It is a planar structure produced by deformation and defined by parallel arrangement of flaky minerals. Sometimes, it can also be formed by parallel arrangement of phyllosilcates (flaky minerals) in case of sedimentary rock, due to overlying load.
An example of parallel bands produced by metamorphic differentiation processes is gneissosity.
Don't get confused between a texture and a minor structure.
