I have to go with Ruth on this one. He ushered in a new era of baseball - the longball. I don't have the stats available, but the first few years he was belting homeruns, his totals were more than the totals of entire teams. That is a dominance that I can't envision will ever be repeated. He was a trailblazer of monumental proportions.
When we start comparing players of today versus those of yesteryear, it's important to take a look at what the rest of the league was doing at the time. Ruth stood heads and shoulders above everyone else for a while and continued to dominate for nearly his entire career, not just a portion of it.
As a pitcher, he was considered among the very best in the league.
He was an embassador of the game and brought a positive charisma that few have ever matched.
If you mix portions of Wilt Chamberlains' 100 point performance for single game dominance, Sandy Koufax's 5 year run as a pitcher, Ali's bigger than life persona, Wayne Gretzy and Tiger Woods for impact, Seattle Slew for excitement and throw in a little Paul Bunyon and Santa Claus - you get The Babe. The greatest player the sport has ever known.

Any athlete that doesn't take steroids is better than one who does. If they are so good, why do they need to take drugs?
My answer to your question is Babe Ruth.
