Ask your human resources manager for suggestions without naming names. This may prompt a company wide refresher course on proper work attire or at the very least hopefully you'd get good advise on ways to approach the offender.

Well, I would tell your boss or supervisor about this inappropriate behavior. Since you said "us" I'm assuming it's affecting more that one person in the office, so suggest to them that they should complain as well. If enough people complain, your boss will confront this woman about it. Of course, things don't always work out so perfectly. If your boss does not believe there is a problem, then take this girl aside and tell her that her pants are inappropriate and that she's making herself look silly. She may feel embarrassed, but in the end she will thank you.

The same thing happened at my work; one of my coworkers who is very overweight was in the habit of wearing very low cut short tops. A male coworker complained to Human Resources office manager anonymously. All of us women received a copy of the dress code and had a meeting reviewing it. The inappropriately dressed coworker was not singled out, so she did not feel embarrassed and she did start dressing appropriately for work.
I would not say anything directly to the offending coworker, but instead address the matter to Human Resources, if you have one, if not, I would say something to your supervisor.
