It's never to early for Halloween shopping!
After Halloween is usually when I start looking for next year myself. Lots of time to get ideas and to start buying things. My cheerleader costume was a great example. Try to find a cheerleading uniform before Halloween. After Halloween and also in the spring is a great time to buy one though (especially since I wanted a real uniform to wear).
Shopping outside the Halloween season is the best time and it's never to early to start in my opinion.
