If I wanted to send a mass email out to people that have posted their email addresses on a webforum, and the email only consisted of topics or themes from the forum, is that legal?

Its kind of a gray area. If you really wanted to be safe, post a thread and ask if people would like to participate (opt-in). Even though they may have made their email somewhat public, they may report you if you just start sending emails.

Like I said, ask them if they would like to participate, that way you have less to worry about.

Why don't you make it a newsletter-type program where you send it out once a day or once every couple of days, and then you ask people to sign up for it on the forum?

Though I hate to say it, it's not illegal for you to do if they make their e-mail publicly known like that.

if i were u i would make a new email address temporarily just to send it then delete the email address cause no its not legal
