Usually when someone says, "He's no Fred Astaire" they are referring to Fred's suave reputation. He was known for being graceful and charming and many people use his name as a reference to someone who is graceful ans charming.

It is a slang phrase used by people referring to someone's dancing ability based on the preceived talent level....

it is used the same way people would use the names Tiger Wood or Michael Jordan or Tony Hawk....to make remarks about a friends ability in comparison to that star

like if I saw my son's friend bite the pavement riding a skateboard... i would say sarcastically.... way to go Tony Hawk...

Fred Astaire is usually a sarcastic remark used by old people to refer to your dancing ability, or lack thereof

if someone refers to you or anybody being a fred astaire i would assume that meant you/whoever was a good dancer

You should Google or Yahoo! him. He was a fantastic dancer-especially ball room type. Made quite a few movies I think in the 1940's.
